Grant all privileges including granting option, to a mysql user

GRANT ALL PRIVILEGES ON * . * TO 'newuser'@'localhost' WITH GRANT OPTION;

or

GRANT ALL PRIVILEGES ON * . * TO 'newuser' WITH GRANT OPTION;

then

FLUSH PRIVILEGES;
